People are looking to get crazy offers on their houses that are not for sale. People only want to take time out of there day for someone who is a serious buyer.

Why is there a fee for a bid?
By saying "Yes I'll pay a small portion to bid", it shows the buyer that you are serious. This allows you to proceed further in the buying process.
